Position Title: Environmental Health Engineer III - (Air Quality) Permitting

Salary: Hourly: $34.79 || Annual: $72,355.00

Minimum Requirements:
  • One year of experience as an Environmental Health Engineer II or equivalent

OR

  • Bachelor of Science Degree in Engineering and two years of engineering experience

OR

  • Master of Science Degree in Engineering and one year engineering experience

OR

  • A Master of Science Degree in Chemistry, registration as a Qualified Environmental Professional and 3 years of experience in the field of air or water pollution control.

Condition of Employment

It is the policy of Allegheny County that in order to receive a final offer of employment, candidates must successfully pass a background check, which includes verification of Allegheny County Real Estate Tax status, and drug/medical examinations as required for the position. The pre-employment drug screen must be completed within 48 hours of the acceptance of the conditional offer of employment.

Allegheny County Civil Service Employees (Non-ACHD)

Regular or probationary employees of County Departments currently in this classification, hired under a State Civil Service System, who apply for this position will not be considered as Open Competitive applicants. Those employees selected for transfer to the Allegheny County Health Department will be considered to have resigned their Civil Service status from the Department in which they are currently working and will be required to complete a probationary period with the Health Department. Purpose

To establish open competitive and promotional eligible lists for use in making merit system appointments in the Allegheny County Health Department. The list will contain the names of successful candidates ranked in the order of final earned ratings. The list will be in effect for one (1) year unless previously exhausted or superseded.

In the ranking, open competitive applicants qualifying for Veteran’s Preference receive an additional ten points on the final earned rating. Form DD-214 must be attached to the application form for consideration for Veteran’s Preference. Determination of Veteran’s Preference is made in accordance with State Civil Service Policy.

Position Summary:

This is advanced professional engineering or supervisory work in the environmental health engineering.

An employee in this class is responsible for directing environmental health engineering activities in a district of the County or performing duties of equivalent scope and difficulty in a central staff function. Work includes investigating environmental health complaints and determining courses of action, processing and recommending modifications for reducing the emission of environmental pollutants, and determining and reporting violations of Allegheny County Health Department regulations and modifying these regulations. Supervision may be exercised over professional and technical employees. Assignments are received with little or no technical instructions, and employees proceed with independence in working out the details necessary to culminate the projects. Work is reviewed upon completion by an administrative or technical superior for fulfillment of assigned tasks and objectives.

Duties:

  • Directs environmental health activities (such as Air Quality or Waste Water) in a district of the County; maintains surveillance of all existing or potential environmental pollution hazards in the district; investigates complaints of environmental pollution and determines courses of action; conducts municipal and area pollution surveys; investigates plant processes and recommends modification for reducing the emission of pollutants; develops regulations that maintain environmental standards; determines and reports violations of Allegheny County Health Department regulations; reviews engineering plans and proposals for devices used to abate pollution.
  • Confers with municipal officials, civic associations, industrial associations, and other groups, on matters pertaining to environmental pollution control.
  • Provides consultant and administrative services to representatives of management, public officials, professional and other groups and organizations, and individuals, on matters concerning environmental pollution.
  • Assists in the development of priorities for determining areas requiring control or study.
  • Prepares educational and promotional material designed to further the objectives of the Bureau of Environmental Health.
  • Responds to Public Health emergencies as assigned by the Health Department.
  • Performs other duties as required or requested.
