$95,000 to $105,000 commensurate with experience

Minimum Requirements:
- Bachelor’s degree in Information Technology, Human Resources, Business Administration, Public Administration, or a related field.
- At least five (5) years of progressive experience in HR Operations or HCM systems management, including at least one full-cycle implementation as business analyst, team lead or project manager.
- An equivalent combination of education and experience may be considered.
Preferred Qualifications:
- Strong knowledge of HR processes and best practices across the employee lifecycle.
- Experience with leading HCM platforms (e.g., ADP, Dayforce, Infor, Oracle, SAP, UKG, Workday).
- Proven project management skills and experience working with cross-functional teams.
- Excellent analytical, problem-solving, and communication skills.
- Public sector or unionized workforce experience is a plus.

Position Summary:
Allegheny County is seeking an experienced, detail-oriented and solutions-driven Human Capital Management Systems Manager to support the selection, implementation, administration, and ongoing optimization of a new Human Capital Management (HCM) system. This is a critical role that will shape the future of HR technology for the County, ensuring our systems support efficient, data-driven, and employee-centered HR operations across the entire hire-to-retire lifecycle.
Overview:
The Department of Human Resources supports Allegheny County's most valuable asset: its workforce. Employees' knowledge, skills, and abilities are what drive the county's success in serving the public. Human Resources focuses on recruitment and staffing, organizational and employee development, labor and employee relations, diversity and inclusion, compensation and benefits, payroll, workers' compensation, and recordkeeping.
Duties:
HCM Selection & Implementation Management
- Serve as the HR project manager for the selection and deployment of a new HCM system, coordinating with vendors, consultants, and internal teams.
- Assist with the identification and documentation of HCM business and technology requirements.
- Collaborate with stakeholders to align system capabilities with strategic workforce goals.
- Support the evaluation of vendor proposals and facilitate system demonstrations and scoring in conjunction with the County’s system selection consultant.
- Team with county stakeholders to manage vendor relationships, solution selection and implementation timelines, testing, training, and communication/change management efforts.
- Manage the go-live process, including cut-over planning, contingency planning, and issue resolution.
- Monitor system performance and user adoption during the stabilization period.
- Establish a support model for ongoing issue tracking and resolution.
System Administration & Optimization
- Oversee the day-to-day administration of the HCM system, including configuration, security, workflows, and data integrity.
- Lead continuous improvement efforts to enhance system functionality and user experience.
- Ensure compliance with federal, state, and local regulations through system controls and reporting.
Data & Analytics
- Develop and maintain dashboards, reports, and analytics to support efficient and effective operations as well as strategic workforce planning and decision-making.
- Ensure data accuracy, consistency, and security across all HR systems.
Team & Stakeholder Collaboration
- Supervise HCM systems and data staff.
- Act as a liaison between the County Manager’s Office, HR, IT, Management & Budget, the Controller’s Office and other departments to ensure system integration and alignment.
- Provide training and support to HR staff and end users to maximize system adoption and effectiveness.
Knowledge, Skills, and Abilities
Knowledge of:
- HCM solutions such as ADP, Dayforce, Infor, Oracle, SAP, UKG, Workday or a similar SaaS HCM platform is preferred.
- System support techniques to resolve issues proactively.
- IT security principles, standards, and legal requirements.
- Familiarity with HR operations, project management principles, and QA/UAT testing methodologies.
Skill in:
- Microsoft Office applications (Word, Excel, PowerPoint, Outlook, SharePoint, Teams, Visio is a plus).
- Process analysis and improvement methodologies.
- Analyzing and resolving system issues using root cause analysis.
- Strong interpersonal and communication skills, with the ability to explain technical concepts to non-technical users.
Ability to:
- Effectively lead, guide, support technical staff and oversee technical results and output.
- Manage vendor relationships and coordinating support efforts.
- Commit to data integrity, confidentiality, and continuous process improvement.
- Work independently with sound judgment and flexibility under changing priorities.
