Act 20 of the General Assembly of Pennsylvania (enacted June 15, 1993 and amended by Act 93 on October 15, 1998) provides for reasonable opportunity for residents of or taxpayers to Allegheny County (and other political subdivisions) to comment on governmental matters, official actions, or deliberations which are or may be before the Allegheny County Council prior to the taking of official action. The term “official action” is defined in the Sunshine Law to include “a vote…on any proposal, resolution, rule, regulation, ordinance, report or order.” In order to avail yourself the opportunity to comment you must provide the following information:

This request form must be received no later than 24 hours prior to the scheduled meeting.
Anyone who wishes to present Public Comment are asked to attend in-person. Those that attend in-person will be provided three minutes to comment on any county-related matter. If you do not wish to attend in-person, you can still submit comments on the form, which will be sent to all Members of Council. Your comments will also be included in the official meeting minutes for that meeting.

Providing false or incomplete information on this form is grounds for denying an opportunity to comment. Persons speaking on Agenda Items before the Council will be heard at the beginning of the meeting. Persons speaking on general topics will be heard at the end of the meeting. Presentations must be limited to three (3) minutes.
